Abstract

State and federal legislators can no longer ignore the exceptional child. His rights must and will be given him. He must be given an education. The child can be refused admittance to school because of his color, race, creed or handicap. The purpose of the writer. then, was to discover reasons for our nation's shift from sending handicapped to an institution away from the mainstream of American life, taking the child from his natural family to providing for that child in his own community, or nearby to counseling his parents and providing him with a teacher trained to meet his needs.
